We found this cleaning up the family farm.

Daddy had many old tractors, fertilizer spreaders, plows, balers, hay cutters, seeders, grain drills. and other implements and I'm sure it fit one of them.

I suspect this is some sort of adjustment for a planter, fertilizer spreader, plow height adjustment, etc.
